If you are owed money and have not heard back from Mr Lupia or received any payments - file a complaint with the California District Attorney as this company was Westside Appraisal and Chad Lupia who owes a multitude of appraisers money that he already collected.
This could be some type of Ponzi Scheme and should be investigated.
Also write a letter to any bankruptcy court explaining your issues as this could be an option for him.
